That was a generic statement and a lot happened after that and before the Iraq invasion.

He apparently is smart enough not to throw away a victory after its pretty much won, but judging by his statements at the time he would have thrown away the chance at it before it was won, if he had been president at the time, and that would have harmed America's credibility, esp. with actual or potential local allies in future anti-insurgency/anti-guerrilla warfare situations.
