Baseline budgeting ring a bell with you? Many in D.C. are not qualified to clerk at a 7-11, much less manage one.

Reagan had huge budget deficits. His budgets were cut in every instance by a more conservative Congress.

Congress was less conservative. Certainly in general terms, but I'd say even in terms of spending. Congresses input in to the budget process is not limited to what it eventually passes. Reagan would likely have trimmed spending in certain areas but congress wouldn't go for it. I suppose he could have gone the route of submitting DOA budget requests and going through "shut down the government" battles of what will be spent, but he chose not to. That doesn't imply that spending would have been higher if congress agreed with the president and it was only kept down by how "conservative" congress was.
