It was started under the Bush administration.

Bush had Islamists on the enemies list, he took the right wing extremists groups, except possibly a very few off the list. Remember Clinton's administration had envisioned extremists coming out of the woods with cannon's to protect Eric Rudolph. But it never happened, instead it was Islamist's crashing planes into the Trade Center.
