simply answered by the fact that Texas has money and the Federal Government doesn't. You can't get that through your head.

No I understand that very well. BUt you haven't answered why it is now different than when Bush was the spender. Well yes I say, it is different now - there is a real need to spend to stimulate the economy. You can make a far better case to spend now than when Bush was spending. Besides the fed does have the money - because they can make it, Texas can't.
