Why the Bushies felt they needed to make it official is beyond me." It's cya, just in case they got caught or were out of power. They used the lawyers just as folks do who repubs routinely criticise. What was designed by them to give them cover and keep them out of trouble may ultimately turn out to be what puts some of them behind bars.
