In nearly every case, Obama has turned the problem over (in public of course) to a designated official. In the " prosecuting Bush administration officials" situation he has turned it over to Holder, the current AG.

There will be hearings, but they will shut the hearings down when the people who are being "prosecuted" have their chance to tell their story.

Obama will look like a hero for "forgiving" the made up transgression.
