The F-22 is an air superiority aircraft. There's nothing for them to shoot down. The aircraft is intended to be the dominate fighter for the next 30-40 years. It's very existence will deter Russia, China, and other potential advanced adversaries from even attempting to produce a fighter threat.

The two wings of F-22s currently deployed can probably whip all other fighter aircraft in the world.

Money spent on the F-22 fleet was not a waste. That said, you're probably right that FUTURE dollars would probably be better spent on an air-to-mud weapon system, such as the F-35 JTF. The F-35 will replace the current aging fleets of attack aircraft
