You heard incorrectly then (or else the TV talking head did not know what he was talking about.)

There are CLEAR CAPS on the per-person amount (annual amount of pension payments) that federal insurance will cover.

And, in the specific case of GM, I have no doubt at all that the federal caps are far lower then what is carried on GM's books right now as it's contractual pension obligations for it's pensioners.
