(Did you have some sort of complaint about this specific state's procedures for absentee ballots... or was your complaint more about ALL STATES?) Re: "So would states and localities making a serious effort to send out the ballots well before the election. Not days or even weeks, but months." (I agree. Once the candidate lineup for any given election is known, you should be able to request your absentee ballot.)
