Chrysler is drawing one up right now.

But of course --- under American bankruptcy law major creditors have the right to force bankruptcy filing (as a way of recovering their loans) and the US government is a major lender to Chrysler... and the exact language of the loan agreement that America made with Chrysler gave us the specific right to demand a bankruptcy filing.

So, it's a contract right, too... as well as being a standard part of bankruptcy law.
