It's actually hogwash.

Those kinds of drills happen all the time in lots of places. An example:

It was serendipity that the drill the author of that piece found took place in Seguin. Calling it the first of its kind was, well, a lie.

But it fit his sensationalistic agenda: happened near Mexico and near in time to the discovery of the swine virus.

Do you really think that a swine flu virus epidemic existed in Mexico a month ago? One that could be hushed up but serious enough to get Seguin to train/

How about San antonio, a city that has an enormous amount of contacts with Mexico City?

Houston?

I love the internet but that piece is a good example of the reasons to be wary of the unsubstantiated information that circulates like air throughout the net.
