There has been no Government War on Poverty for the past 30 years. That effort died with the election of Reagan and was never reinstated.

Seriously, their interference has grown the number of single parent homes and decreased the incentives to get up off of dead asses

Yessss, so why not try to change that paradigm? The cycle is because that is all the kids know - so we have a choice. We can try to reach a few of them and break that cycle, or we can just sit around and bitch about it forever.
