Steve it isn't even worth going into it with you. Check the major pharmas and major biotech R&D. You haven't an idea of what you speak and it is something you cannot Google your way out of. Apparently you aren't familiar with Large Pharma. Pfizer alone has spent 6 to 8 billion a year on R and D. You are in way over your head. Government isn't and hasn't been the the incentive for finding/creating new drugs. Government purchases of drugs like Tamiflu go mostly to Roche , a foreign company (Swiss). The periods of time without pandemics are bleak for sales.
