As I've indicated I'm not an attorney. But I know enough about legal research to know that amateurs reading a brief passage such as this is a very good way to draw an incorrect conclusion. How do you know "Article 26" didn't create an exception to "Article 2"? You don't.

This is why any attorney insists on looking at the entire document before zeroing in on one tiny provision. It is just too easy for another section, paragraph, or sentence to totally override the one you're looking at.

And I personally have no interest in reading the entire document.

It is unfortunate this incompetent president has brought us to this point. But we're here, and I'm satisfied to let the process play out. We're going to find out what Pelosi knew and when she knew it, and Obama is going to have to release the details of how these interrogations saved American lives (you know, the pieces he redacted). When it is all on the table we'll find out who was right.
