It hardly surprises me that there is a lot of corruption in Iraq. OTOH there was a lot of corruption under Saddam as well. Some of it might not have been counted as corruption because it was the official government policy with Saddam setting the policy, but it was corrupt anyway.

Very recently corruption may be one of the biggest checks on the expansion of oil capacity, but for most of the time since 2003 it would have been violence and sabotage.
