China has a large internal market potential - the largest one language, one currency, one regulatory regime market on earth.

There will be a need for much more internal transportation development, of course.

But there is enough of a market to achieve great economies of scale for every industry.

There are plenty of funds to build the infrastructure.

One of the easier things to do would be to invest more in education, make high school longer than 9th grade. This will keep students partially out of the labor market, absorb many college graduates as teachers, and create construction jobs for classrooms. There is also a longer term increase in productivity from the additional education.

This is the classical "roads and schools" development plan. It tends to work well for the middle stages of economic development. HK and Shanghai are far advanced, but it should be a good match for most of China.
