No, you need to think about it.

As far as "doing nothing" is concerned, if higher CO2 in the atmosphere isn't a risk to the globe's climate, "doing nothing" about CO2 is precisely what we should do.

But if we thought that emitting CO2 is bad for some reason, we could reduce our carbon output to zero, go back to hunting and gathering and if China and India keep industrializing and burning carbon, our sacrifice will have achieved nothing in terms of lowering carbon levels in the atmosphere. Other countries will simply do the carbon emitting instead of us.
