If they hadn't, the tax changes would not have passed, because the Dem's would have filibustered the effort and the GOP did not have the 60 votes required for cloture. Re: "...tax rate changes are ...easier to repeal type of change." Eh??????????????????????????? (Do not understand what you are saying. Are you saying something like 'politically easier'??????? Cause, otherwise... legislation is just legislation....)
