It is.

The Bush administration used the legislative tactic of 'budget reconciliation' to pass Bush's tax changes in 2001.

If they hadn't, the tax changes would not have passed, because the Dem's would have filibustered the effort and the GOP did not have the 60 votes required for cloture.
