I'm well aware of what insurers do, but unlike you, I understand why they are structured that way now. There is no law saying they must remain that way. The current system has driven insurers to play the game of 1) avoiding writing policies to at risk individuals in any way possible, and 2) denying as much coverage as possible to those they insure.

What you totally fail to understand is that a single payer government system simply falls back on taxes every time they have a shortfall. It will be no different than public employee pensions, where in many states, taxation is used to make up for shortfalls in withholdings or investments.
