Exactly. That is the primary reason for regulation. The FCC uses the term the publicly controlled airways, not "owned airways" as Buddy incorrectly cites. At any rate the term Government owned is not used.

Exclusive ownership is claimed (by the government) on behalf of the "public".

It is considered part of a "public commons"... and MULTI-Billion Dollar federal auctions have been conducted to auction off exclusive rights to use various parts of the spectrum for various private uses.

Much money has been raised for the federal treasury this way.
