Like anything else.. Make the cost of pursuit and possession greater than the benefit of possessing them.

If we'd quit bribing these rogue nations, we'd deny them the rationale for expending resources on them. Just lay it on the line that the only path for them to rejoin the community of nations and obtain economic support is by disbanding their nuke programs.

Outside of that, you build a regional coalition of affected nations and use that multi-lateral approach to containing the offender.

You should worry more about biological proliferation.

I'd also like to see something done about illegal immigration because a nation that can't control it's borders, can't control it's destiny.

But not going to get much assistance from the Obama administration on that issue.

I also think we need to replenish our ocean fisheries. The oceanic fertilization process is ideal for accomplishing that, as well as testing theories about CO2 sequestration.
