The reality is he doesn't really understand what he is talking about. Or, possibly, he is just lying. But I don't think he is that complex.

No I believe I said immune. I should have said practically immune. However I am not sure you can impeach after retirement, so they may be completely immune. For underlings that do not require impeachment it may be different. But there are laws that protect them as well, but I don't think they are as strong as this.
