Sure, but that's not an argument against my point. The technical process for overturning one type of law is identical to the process for overturning another. But in practice major new entitlements or programs that build special interests are difficult, sometimes impossible to overturn, and in any case my point is not just about how hard a law is to overturn. Ignore that issue completely and their is still an important difference between adjustments in tax rates and trying to set a major new direction for the country.
