But can you USE A PUBLIC AREA for COMMERCIAL (for-profit) USES without getting a license first?

That is more analogous to the issue with public ownership of the broadcast airwaves.

With the spectrum used for cell phones (and many others...) the government SOLD the rights for exclusive use of that spectrum.

With the TV/radio assigned spectrum the government GRANTED 'FREE' LICENSES to various companies for their exclusive use, (but still attached various requirements and restrictions on their use.) Since the public maintains ownership, that is considered a normal right of ownership.
