You seem to think Bush and Cheney came up with the idea that WBing could be effective. You ignore the thousands of US military who have been WBed over the years as part of their training. Even lib presidents had militaries and CIA agents that were pro WBing.

There is no record of how and when and who used the practice on enemies, until now. That's only because Bush was not smart enough to go deep black on it.
