I see it as a combination "Orren Boyle/Hank Rearden" situation. The Boyle types want to make sure they have access. The Rearden types want DC to leave them alone. So they both buy access. That's at the Prez level. At the Congressional level, it's straight bribery.

Almost all are conflicted. They want to be left alone to do their thing, but they want to buy off the Gov to keep competitors out. Starts right at the City level, when you want your competitors from other Cities to be forced to buy licenses in yours to operate. The history of business is a history of attempts to restrain trade.

Many top Industrial leaders feel guilty about being successful and are moved by the ideas they got from their Religion and school to feel they should be altruistic.
