While there were a few glitches attributable to FEMA, they were relatively few compared to the incompetence of Nagin and Blanco. The suffering was not caused by FEMA. It was caused by Nagin. Of course, it is not surprising that Bush ended up getting blamed. After all, he is the devil incarnate.
