Bush was an easy target. The reality is the problems were not federal government problems. They were first NOLA local problems and secondly Kathleen Blanco (the most incompetent governor I've witnessed in my years; I was present at one of her speeches a few months before Katrina and literally half the people there walked out DURING the speech).

While there were a few glitches attributable to FEMA, they were relatively few compared to the incompetence of Nagin and Blanco.

The suffering was not caused by FEMA. It was caused by Nagin.

Of course, it is not surprising that Bush ended up getting blamed. After all, he is the devil incarnate.
