Uh, from the context, the shippers. As I pointed out when I made the original posts.

Correct. After we bailed out AIG, the fear that the major international banks would go TU receded. So the letters of credit were no longer suspect. If it hadn't of been for that bailout, then there quite likely would have been a wave of banks collapsing across the globe.
