Before Bush got into office the policy was developed by the clinton admin for Extra-ordinary Rendition. I think the Bush Admin had stopped it at some point but I don't know for sure. These reports are not being released by Obama (I don't know why) but the complaints about extra-ordinary rendition are far more severe than waterboarding.
