I'm sure someone can produce a shot of Perez Hilton with simi exposed breasts. Therefore I don't think he can qualify for Miss California. In fact almost all of the contestants should have been thrown out because they showed part of their breasts during competition. I mean if you cannot expose the bottom of your breast, then you should not be able to expose the top either.

On a number of levels, the State of California is broken. If I lived there, I'd be planning a move.
