The state Medicaid programs -- part of the 15% -- are a big problem because they're breaking the states. I suppose the solution will be to federalize that problem, I don't know.

I've never understood that logic. It doesn't matter whether the state of the feds pay the bills if the cost is the same. IOW, transferring a function to the feds doesn't make it any cheaper.
