I don't think the US has guaranteed to anybody that it won't inflate. In fact, Ben has been very emphatic throughout his professional life that he will NOT allow deflation. And the Fed has time and time again proclaimed its preference for low single digit inflation, which at current interest rates will be good enough to inflate US foreign debts away in a decade or two. So printing to achieve those inflationary goals is not a default at all, except for people that can't read.
