The flood happened late on Monday and the FEMA presence began on Wednesday, which isn't bad considering all major thoroughfares were either collapsed or under water.

It is a fact that it was a couple days later when the full force of FEMA was felt; had the locals provided shelter for more than four hours -- as they should have done, it wouldn't have been a problem.

Also, by the time Friday arrived, the US Coast Guard had rescued thousands of victims from rooftops.

This is just one of those things where expectations of TV reporters, and those who were watching, were totally unreasonable in the circumstances.
