Not surprisingly, you got your "facts" wrong again. Cloture votes are used to stop a filibuster or just a debate. It takes a supermajority to effect a cloture. Recently only the Democrats have had enough votes to vote a cloture. So the recent rise in the number of cloture votes is due to the Democrats becoming a majority not the Republicans becoming a minority.
