Its not 90% of the creditors against the other 10% as much as it is the unions against 10% (who represent a larger portion of the senior creditors).

The unions aren't contributing to the bankruptcy negotiation, they are just running to the feds for political influence to sway the situation in their favor, and apparently its worked. The government leans on those that it has bailed out and gets them to back the proposal. So the whole thing becomes an issue of rewarding those with more political pull.

Injecting politics to a greater degree in to bankruptcy proceedings is not likely to be a positive thing.
