I remember the '97 budget very well. Both the Democrats and Republicans were flummoxed by the impending surpluses, they'd spent their political careers arguing politics from the perspective of deficits.

Neither were in a hurry to have surpluses, they put that day of reckoning off a year or two with tax cuts and spending increases. It was one of the least contentious budgets between Clinton and the Republicans.

I'm not claiming Clinton instigated the tax cuts, only that considering the situation they were totally consistent with Keynesian economics and fiscally responsible.

Republicans are for tax cuts regardless of the fiscal implications. Democrats are more situational, or should i say, more rational about it...
