i don't know what Mish believes one way or the other about "Scott", but i believe the purpose of the quotations is to indicate that the individual is being referred to without his last name. if the quotes were omitted, one might think Scott is just some guy Mish knows and talks about all the time. the use of quotes alerts us that this is some particular Scott involved in some particular incident.

fwiw, i consider it unlikely that "Scott" is lying (even though it would certainly be easy to make up such a story and photoshop the letter). i believe his story, i just don't think it's relevant. i think this is a case of a dog that didn't bark.

remember: a bank is a place that lends you an umbrella when it's sunny and wants it back when it starts raining. if you need an umbrella when it's raining, you're not worth lending an umbrella to, as far as the bank's concerned. all the people who would be safe enough to lend umbrellas to already have their own umbrellas, therefore asking the bank for an umbrella is grounds for disapproval!
