I had a conversation with a neighbor today that said basically the same thing you did. Cell phones and Satellite imaging already gives anyone the opportunity to find an address.

The govt is just avoiding having to do the mathematical exercise you describe as well as streamlining the gathering of information in order to determine how much money they'll spend on public schools, and how many representatives each state sends to congress.

I believe they're really more interested in knowing how many people live on the property than anything else.

The person who visited my home had only two questions: Is this a single residence, and does anyone live in any of the outbuildings on the property?

Don't need high technology for geotagging. During every sale transaction of a house, a survey map of the property has been a requirement (at least in NJ). So the latitude longitude records are already available in local records.
