Of course, FNC and every other news organization did get there because they did so before the flood. You obviously couldn't have placed rescue materiel and personnel there beforehand. It had nothing to do with FEMA. Ray Nagin provided his city with a shelter supplied with FOUR HOURS worth of stuff. Four hours. With no sanitary facilities. The Convention Center was never conceived as a shelter at all. You want to blame Bush but the blame rests squarely with incompetent state and local government. Blanco did not even understand what paperwork was required by law to request federal assistance. Total idiocy at the local level.
