You idiot. It was totally surrounded by water. You think that is "unaffected"? Inaccessible, other than by boat.

Flood water had it cut off from the rest of NOLA on three sides (with the river on the 4th). Only what amounts to a railroad switch yard was open between CBD and the FQ.

You have no idea what you're talking about. I don't think you've been there.
