"What you really have to remember is that had Bush not practically threatened Nagin, there would have been NO EVACUATION AT ALL."

Tsk. Trying to rewrite history AGAIN?

I didn't write the history, but I've read pretty much everything that has been written on the subject.

The most authoritative--though politically biased--history, is that of Brinkley. And the details of these interactions are well researched and documented.

Blanco, after being contacted by the Administration, asked Nagin to evacuate. He refused. Bush then called Nagin DIRECTLY and urged -- insisted -- that an evacuation be ordered. This is not a point that is subject debate; it is well documented.

The federal government CANNOT intervene in a state emergency without the governor's request (and I previously posted a link from FEMA's website to that effect). Blanco refused to send the proper request which is required by law to be specific in nature (it cannot be, "Send everything you have").

To make matters worse, she spent precious hours fiddle-farting about whether to cede control of the NG to the feds. The argument went on for a full 24 hours before the feds just took control. She was totally useless.

I think it is fine if you want to comment on these matters but you need to know a little bit about it. You sound as idiotic as bentway.
