Correct. And that was followed. As I pointed out. What the link doesn't do is back your assertion that FEMA can't do anything until requested in detail. That is false.

There is paperwork and other formalities to avoid a violation of the Posse Commitatus (sp?) that needs to get done prior to a major intervention with use of the National Guard as was required....

You need no more evidence of how inept the local and state response was than to find soem links to the pics of all those empty busses underwater....
