Couple a California default with no one wanting to buy Treasury debt, coupled with China selling treasuries.

California was in that position in February. Controller was saying that they would be issuing IOU's for tax refunds. He said that interest and education had first priority, by law, on state funds. The dimwit seemed to think that your money that was witheld for payment of taxes was state money even though it was overwitheld. I'm sure you already knew this. The chance for an event in California is way on this side of infinitesimal
