Usually, but not always. Blogs are especially notorious for being changed on-the-fly. I remember an ABCNews blog changing well after I posted a link to it and copied-n-pasted its contents.

I'm really interested in digital cryptology, and one of the challenges is how to ensure that digital documents don't get altered right underneath the collective nose of the public. Relying on Google caches isn't enough.
