When you say things like, "Not the Democratic Party under Obama, and not even under Clinton until after the Republicans won control of congress", perhaps you can understand why people might believe that.

Well I can understand why people read into statements what isn't there, but that doesn't mean its a good idea to do so.

Clinton started out not so fiscally responsible, but he shifted to become more so. And probably the most fiscally responsible American congress in modern times (less of a distinction than it sounds like, its easy to be more responsible than all the others since they are so prolifigate) got elected.

I wouldn't say that Clinton doesn't deserve any credit for the lower deficits (and depending on how you measure even a surplus), just that he gets a lot more credit than he deserves. That isn't really a partisan comment, most presidents get more credit or blame than they deserve. People want to attach what happens to a single person, but presidents are far from omnipotent.
