Any distinction between the Fed and the banks has all but disappeared.
It's all tied into one, big Parker Brothers printing press.

Yes, be wary of shelfs (shelves?), especially when a big block of insiders' shares are included. Not sure if this is the case with COF, but I got burned by one of those (I should say I was too naive to heed the flashing lights) back in the early 90s. Company went BK soon after insiders got rid of all their shares via the shelf. I was so naive at the time that I thought I was well-informed by the IR person regarding the insiders' lack of intent to sell . . . . But she had a hot picture and she flirted alot on the phone.
