The speeds mentioned in your reference were wind speeds, nothing to do with rotor speed.

William, obviously smaller turbines operate at higher rpm but the limiting factor is the tip speed ratio for all of them.

For current modern designs that gets up to around 7 so that means that in a 30 mph wind the tips are travelling at 210 mph still rather too fast for a unsuspecting bird in flight to avoid.
