There were many people in the photos that WEREN'T tried, because they weren't in the military. According to the government, they were private contractors and not subject to military justice. Others say they were CIA interrogators. The grunts claimed that they were the one's who told them to "soften up" the prisoners and suggested many of the techniques used.
