Safety is more than the homocide rate, you also don't want to be locked up by a local government for failing to pay the right bribes.

There are many things that aren't murder that you don't want kidnaping and Mexico come to mind.

You might also want to have some safety for your property.

Homicide rate is somewhat misleading. In the US it varies tremendously, depending on where you live. Greece, for example, has a tiny murder rate but its automobile accident rate is much higher than the US. So, it is not safer than the US, unless you live on an island with few cars around. My town in the US has a murder rate lower than West and Central Europe.
