It's worse that that. Obama claims that the cuts are annually cumulative, i.e. 1.5% next year, 3.0% the following year, etc. That's how he gets to his $2 trillion figure, by adding up the compounded savings on paper.

Even if health care costs grow by 8% next year and 8% the following year (not unreasonable estimates given that the Baby Boomers are retiring), Obama can claim that he successfully prevented the annual growth from reaching 9.5% and 11%, respectively.

In other news, the deficit for this year just rose by $86 billion to $1.84 trillion. Good thing Obama is doing his "efficiency reviews," or else it could have rose by $86.1 billion, LOL ...
